How much of this game is strategy? Or is it mostly about the match 3 campaign?

Match 3 campaign is literally only one of a bevy of things this game covers. However, many of the events are based on your power, city building, and time/investment in the game. There are about 15 things going on at any time other than the campaign, but they do sometimes involve using the match-3+ with the events.
