When I am buying the items needed for commission why is it not registering as part of mission?

Check the level. When you make the purchase make sure you are buying the correct 'level'. Many ports sell the same product but at more than one level, the commission will always require you to buy the lowest level item, it will show a small ! next to it to show this. The higher level items don't work.
