I started a gang, and there is a mission where I have to attack a sentry tower, however when I do it tells me it is not it is not in the border and I can't attack it, I have done it in different location and it still won't let me.

You can only attack towers that are next to territory or ports that you already own. Your gang must have a Pirate Strong hold first and then expand territory via sentry towers from there to other ports.
