Anyone immigrated whilst upgrading HQ?

Was wondering if I start HQ 31, will it still be 15 tickets (HQ 30 cost) since the upgrade isn't complete or would I instantly have to pay the HQ 31 cost and be limited to states that accept HQ 31+

Hiya, you can start the upgrade without needing any more flights. Only once it is complete you will need more.
