Why are so many heroes inactive and how do I activate them?
I can't seem to find any hints for that.

There are 2 types of hero, the battle heroes are only for leading the troop formations, most of these will be inactive as you can only have up to 3 in each of the marches.
Growth heroes are activated by Commissioning them in the Home of Heroes building. Once they are commissioned any skill you have unlocked for them will work.
