Cat Fancy is the new to Halloween 2018 Time Limited Special Event where you can earn Halloween Crests to put towards some fantastic prizes, such as a pet cat, by completing classes with full stars, or helping Dumbledore with Halloween festivities.

In the side quests tab, you will see a broomstick while this event is available, from there you can see what you need to do to help Dumbledore with Halloween.
Cat Fancy Rewards
This one will be difficult to complete if you are also completing the Halloween Feast Event too as both require a lot of energy.
Perhaps it would be best to decide which one of the two you want to complete the most and concentrate on just one.
