I can't figure out the star consultation puzzle please help? I've turned each thing so many different times and came up with so many solutions but none of them work, what am I doing wrong?

The map is only a part of the constellation, a core compared to the whole circles, in fact, we can guess at the edge the end of a line or the beginning...
