No, r4 cannot dismiss r5.

If the R5 ever becomes inactive an R4 absolutely could. So it is not impossible.

24 hrs to start a dismissal voting, extra 24hrs for voting to end (I got kicked from the farm alliance r5 spot). Then new R5 can kick old R5 off team.
