Clan towers only belong to the clan that created it. You cannot complete it and take it over.

Yes you can.
Join the clan, replace the leader. If the clan is dormant, that is.

Now have to do a vote for leadership, then in a few days your leader. Can keep that clan and rename ect. Move all inactives to R1 to keep the power n start recruiting!
