Is it possible to take over a dead hive without the leaders transfer? because it’s abandoned N it’s been 39 days or more since they all been on

An R4 can pay gold and select an option of taking the place of an inactive leader. I don't know if lower ranks are permitted to do that or not. The best strategy is to join a more active alliance.
