When I move to governor war map my protection is blocked. How can I activate it this map?

Bubble before you enter GW. if you forget, leave GW and bubble then return

You have to shield before entering GW. Use a 24 hour shield. Once the stronghold is built, your faction is protected and you no longer need a shield in your territory.
