Why can’t I train T2 associates and above?

Upgrading your training center doesn’t unlock the higher tier associates. You will need to go to the Investment center and then check the crew section to unlock the rest of the tiers.

You have to go to the investment center and invest in training each new type of associates and then you can train them in the training center.
