Scan someone drop your shield while it is up?

No only you can drop it by doing something aggressive to another human player. Like form a rally against another alliance member, attack directly at another alliance member, or attempt to scout another alliance member. But no one can directly drop your shield, scout, or attack you until the shield goes down on it's own or you drop it early.
