Can you have 2 leaders in an alliance when you merge? Or does one of the leader have to forfit their leadership

You can only have 1 r5... But you can have multiple r4 which can do most of what r5 can do.... Just not all.

If you have inactive r5 and r4 could you somehow promote yourself r3 to a leader ?
