Why are you not able to trade certain guard pieces in Goods Exchange from some accounts but are able to trade them with another account that is the same lvl?

I had to activate vip for dartagnan guard piece exchange. I’m not sure if it matters but my trade station is level 30 and my vip level is 10. Late answer but I found this while researching my self.
