I'm stuck in the flower garden in chapter 2. I have created for soft pots for planting soils for fertilizers..

I'm stuck in the flower garden in chapter 2. I have created for soft pots for planting soils for fertilizers and I have all the seats. Yet I can't get my chief or scientists or farmer or builder or anyone to bring any of these to the garden. The garden is built and waiting for something to fill is what it says?
