How do I make a saw to start work on the Observatory?

Have a master farmer collect two whale bones and they will bring them to a crafting bench where you need to put a master builder to make the saw.

What if I drop the bone happens and can't pick one up now

I came here for the same reason. But I can't get the bones from the whale to make the saw! All my Tech upgrades are maxed at 5 and I'm drawing plans .

I think my issue is, I've not completed previous puzzles ?

I can’t get the bones from the whale either AND I have all other puzzles beforehand completed. I’m stuck
