Is there an underwater area in this game? Either it’s a glitch or, I found it.

Yes there is in the Valley of Triumph. That is actually where you'll find one of the hidden "Winged Light Child". To get there, just jump into one of the watery holes in the ice to get underwater. You'll find the Winged Light standing at the peak of the bulged portion of the area (where the light from the above surface streaks into).
