What do the red line boxes mean?

What do the red line boxes mean? They appear to delineate an area around an alliance but sometimes alliance members are outside of that red line box. I want to relocate but I do not want to transgress.
You would be correct, these are Alliance territory borders established by the placing of an Alliance base/outposts.
Alliance members CAN be outside of their border, but when you are WITHIN the border you actually get benefits to production, gathering speed, and your Alliance vault cap. It is recommended that you relocate as close as you can within your own Alliance border so that you can complete timed events like Lure Trap faster, and reinforce your fellow members if they're being attacked by an enemy player!
