Can you make survivors work instead of sleeping if you need resources?

All workers need to sleep and I don't think you can generally override this setting except temporarily with an Edict from the Chief's House.

Find the Chief's House on the map and you will see a number of books that you can use.

Night Shift for example will force survivors at all worksites to work for 48 hours (game time) but it will drop their mood by 10.

Gain contentment points to use the Edicts.

Also if you apply the Night Shifts Edict or others which reduce mood, consider using the Festivities Edict to increase comfort and mood of your survivors.
