How do I get 2 more villagers with light bulbs over their heads and the yellow statue finished so I can solve puzzles 11 and 12?

I had a villager make plans on the blackboards (can't remember if it was master builder or master researcher) once plans have been drawn up you then drag villagers (again either master researchers or builders i can't remember) and then once they have the light bulb above their heads drag them to the yellow statue.

Where is the yellow statue?

The yellow statue is north of the steps on the east side of the island
