You must craft the mini eggs in the crafting hut by combining bacteria (algae+water) & pond water, then take a villager to the crafting hut to have them place the eggs in the nest.

Did you take it to the correct body of water....? It only becomes a 'pond' when it rains.
It is at the bottom of the screen on the right, the whale bones are just to the left of it.

Every time it rains take a child or adult there and collect a bottle of poison.
