Help I can’t get air, I keep dropping people on the tornado but it just stops and dies?

Drop a high level gatherer on it and leave it alone. Villager will collect it. If you pick up villager before he/she is done, the tornado will disappear. If villager is not trained enough it will also disappear.

Don’t get impatient. Drop villager close but don’t touch him again. See what happens.
