Walk all the way to the new district and talk to the Samurai Swordmaster to accept this quest. Walk all the way back to the first district and talk to Silent Shadow.

Follow the marker and enter Frost Ninja's sanctuary behind the waterfall. Defeat the enemies then talk to him. More enemies will appear. Take them all out then talk again to Frost Ninja to complete the quest.
