Every card and every most rare item can be found only in bunker and laboratory but it depends on your luck

Finding them is very random and like the above said based on luck. On one side mission i found F, D, R cards at the valley of stones while searching for ores. In the 12 times i have visited Valley of Stones since, I haven't seen another card.
