My device glitches when I'm in the lab is that part of the game or is my device bugging out?

If you've already opened the portal and received the car part that comes out of it, the answer is yes, that's part of the game.

If you've already opened it, there should be smoke coming out of the machinery.

I thought mine was glitchy too until I realized that it was a cutscene

Yes it’s part of the game if you’re seeing red and green glitch marks
