Which story should I hear from the admiral, Eyes of Alisha or Barking dogs?
Barking dogs is about a rich family, the Sistians, who ran Naples, but then the Overseers showed up. They wanted a large port, so they picked off the family one by one. The family all died from “accidents” all in the same week. The only proof that it was done by the Overseers was the fact that a man who had supposedly shot himself had the eye emblem on him.
"Eyes of Alisha" is about a royal family holding an exhibition in Munich. The Eyes of Alisha was the main attraction. The Overseers wanted to buy the eyes but the royal family refused. The Overseers wanted the eyes because they were the royal family's prized possession. Having them would help establish their influence and domination of the region.
But you don't say no to the Overseers. The Overseers took the eyes and replaced them with the real eyes of the head of the family.
Here's Barking Dogs:
“The story takes place in the early 1940s in Italy. The Sisitian family was the largest and meanest crime syndacite around at the time. No one could touch them. They ran Naples. Or rather, they did… until the Overseers showed up…”

“Did they just appear out of thin air?”
“In the story, a group of mysterious-looking men came to the city.”
“Mysterious?”
“They all wore black cloaks and no one ever saw their faces. They started picking the family off, one by one. First, they took out the soldiers, then the capos, and then they got their hands on the don. All the Sisitians fell victim to “accidents”. All within a week.”
“How can you know it was the Overseers, then?”
“The only thing that links the Overseers to the eradication of the Sisitian family is the don’s death. It looked, or was staged to look, like he shot himself straight through the forehead. However, the bullet hole was covered with an emblem of an eye, just like the one you found.”
“Is there any proof that this even happened?”
“Only the local newspaper covering the unusual deaths of the Sisitian family. And an old copy of the photo of the eye that was taken for the article back then. Nothing else.

“I hope you don’t mind me asking, but… where did this story come from?”
“I heard this one when I was still a lieutenant. An Italian joined the forces and shared a story his grandfather had told him about his hometown. Now, if you’ll excuse me, I need to go speak to Ruben about his newfound openness about the project.”
Here's "Eyes of Alisha":
"Alright. The story takes place in Germany in the very early 1900s. A royal family was showcasing their family jewels in Munich. The exhibition's main attraction was the so-called 'Eyes of Alisha.' The Overseers wanted to obtain these jewels and offered huge sums of money for them. But the family refused."

"Why did the family refuse to sell?"
"First of all, they probably didn't know who was asking... And second, selling family heirlooms is not something a royal family would even consider."
"So what happened then?"
"Well, this is where the story takes a dark turn. Everyone learned that day that you don't say no to the Overseers. The 'Eyes of Alisha' were stolen and replaced with..."
"With what?"
"The real eyes of the head of the family... Alongside an emblem just like the one you are holding right now..."
"Come on, is there any proof of this?"
"Only an old sketch of the emblem. The rest is just rumors. Folk tales. That's why I said the group is just a myth."

"It was one of the first stories I heard about the Overseers when I started my career in the military. Now, if you'll excuse me, I need to go speak to Ruben about his newfound openness about the project."
