Yes but only after the auction for it has finished completely

First I lost a bid and my money came back to my account, second bid money is missing/lost!
Yes your money will disappear but after that bid is completed in that bid it will show take your money back, you can press and money will credit back, you have to wait until the timer finishes.
No, unless you have the VIP pass you do not get compensated for cash paid during a bid for a vehicle. Hence why the Bus Simulator TOS says bidding for any garage vehicle, quote, says:
“ 89. Placing an in-game bid with your current currency poses a risk to the balance, if you enter a bid and get outbid you will not receive the amount back into your account. If you stand first and win an in-game bid you will also not receive the money back but you will receive the vehicle you bidded for.”
I agree with the TOS rule to be honest, shows the true risks of bidding - in the game and in real life.
