Does accuracy improve chance of armor set abilities? For example the amor set cursed that has a 20% chance to cause sleep debuff on the enemy champions. Will Accuracy boost that chance?

to be more precise the accuracy is working after the % of the skill or the armor set--->
If you have 30% to do a certain debuff on the enemy and you got into that percentage the enemy still have the chanse to RESIST it and thats where the acc come in
