No you can't tell before they appear. They are placed randomly. You then see the direction that it will fire once you set it off. If you don't like the direction then you can try to generate another rocket next to the first one. If 2 are next to ..

Unfortunately with a single rocket you can't. If you combine it with another it will go both ways.
