I had the same problem. Even though I'd completed all the steps, the Lazer didn't work and there were no lights. Turned out (and your problem might be different to mine)...
In the Filing Room where we had to put those 4 'sheets' on the white screen and then line them up by the red dot...the red dot should be in the Top Left Corner. After I did that, the lights came for the Lazer and the solution given here works.

Yes, I can confirm that the 4 films not only need to be aligned with the red dot but the red dot needs to be in the top left corner for the 3 red lights to appear. Without the 3 red lights you can‘t solve the puzzle. Cheers, djtonsil 0 0 REPORT
