Why my nikki can't claim new suit from gacha event?

It can take many, many tries to get all items in a Suit during gacha (random draw) events (and the Pavillions). I usually end up sending a lot of Diamonds and getting lots of duplicate clothing parts until I get the one I need to finish. As frustrating as this can be, it's just how they designed the game.
