Upgrading the Recruitment hall building will give more free standard recruitment tickets each day. You start with 3 and get an additional one at levels 5, 8, 11, 14, 17, 21 and 25.
The daily goals each day will reward 1 standard ticket at the 60% level and 1 Elite recruitment tickets at the 100% level.
You can of course also buy Elite recruitment chances with COD points.
