How do I move up the rank in an Alliance?

How do I move up the rank in an Alliance? Also, if my leader is inactive, can the alliance remove said leader? What are the steps?

Ask to be moved up ranks within the alliance. And I believe if the alliance leader is inactive for four days or more you can actually remove them yourself for 400 gems
