I find that upgrading everything usually help. For example in the shelters, these are easy to upgrade with relatively little resources and do a lot to help keep your survivors happy.
In the Chef's house the Festivities edict is good to give general mood a boost too.
Make upgrades in the cookhouse too and choose the best meal that you can, that will also increase the overall happiness of your survivors.
