I dismantle iceland hq to rearrange the spot while I already have tundra hq. But then when I want to put back iceland hq after cooling down, I can't, I need to pay 700:700:400:200 rss. The same cost when I buy tundra hq. And I'm stuck because all rss is covered by iceland hq.

So, the question is, if I dismantle tundra hq also, will the iceland hq become free again?
