The Recruitment hall building lets you do standard and elite recruitment. You get a few free standard recruitment chances a day and 1 free elite chance every 3 days, you also get standard and elite tickets as rewards from daily goals and a few other events.
Elite recruitment has a chance to recruit a commander immediately and both types can award commander cards which, once you collect enough, allow you to synthesize a new commander.
