AppGamer Answered:

If the leader is offline for over a week the game will select another alliance member to take over. It will try to pick a random R4 is possible, if not then an R3 etc.

The alliance leader is inactive. The R4 players also. We cannot research anything or grow. How can you build an alliance with inactive leaders, apart from leaving the alliance?

I am the only R4, with an inactive leader. A week is a very long time to wait until we can perform leader-level actions again.
