Level 19 stone chest game, I don't understand as soon as I move the stencils the light changes, what exactly am I supposed to do?

The aim of the puzzle is to turn all of the lights on.
Placing the stencil pieces will stop the lights it covers from changing when you press the button. Place and move them around to force all of the lights to be on.
