I’m confused about the panel where I have to turn all of the lights on to get the doors to open in..

This is a type of lights out puzzle (although in this case its lights on). Tapping any button will change the state of the light from on to off, or off to on. It will also change the state of any light adjacent to it (left, right, up, down).

You need to set all of the lights on the board to be on.
