What are the tiers of equipment? When can I get top tier weapons?

No, as you risk 5 pieces of equipment, with a chance it failimg. You also do not know what item you will get. If I had stuck to awaken only by now I would have legendary gear.

There are six tiers - common, great, rare, epic, legendary, mythic. If you have enough items and gold to awaken or fuse them, then you can get mythic tier equipment at any chapter you want. As for drops, they drop in later chapters sometimes, but most of the drops are common tier.
