At the time of writing, (May 2018 - June 2018)The Mortar & Pestle is either incredibly rare, or it is just simply not implemented yet (like a lot of things in this game). It is more likely the latter (not implemented) since no one has ever found one and you need more than 1 of it to craft the station.
Regarding the Radio Tower, we have tried multiple possible options on how to place the radio tower (seen in the guide). Unfortunately, it seems it isn't implemented yet or the placing is bugged.
