When I spin for extra moves I get a heart. What does it mean to claim it and how is it used?

Hi. The heart is another 'life', another chance to play the level. So it's good but doesn't help with the level you are on. I have the same button for a chance to win more moves too but my mother doesn't and I can't remember how I got it and I cant find anything about it. Do you recall how you got the booster/ spin to win button?

Can someone tell me what level you need to get to before you get the extra spin wheel I’m quite far in the 1000 and I don’t get this extra spin wheel
