How to open the saloon?

You'll need to reach at least level seven and completed a number of other pre-requisite steps first such as 'The Other Side of the River' and 'Enough Yerba Santa' then start the quest 'Pond' to start looking for the saloon owner. This will take you near to the pond, where you can start to remove some items to try to find the Salon owner.
