When you are instructed to find the sawmill, check the quests tab and hopefully House of the Carpenters is available. If it isn't, complete the previous quests until you get it.
In House of the carpenters, there is the instruction Find the Sawmill - Tap the question mark icon and it will take you to a gate which you need to tap to remove, the sawmill will be behind it. In terms of the map, it is just to the east of Emmas Residence.
