How do I shoot a bear?

You'll need to keep playing until you get the shotgun, then you'll be able to use it against a bear - and any bear that you have previously encountered. Using it however does take 20 energy, and the shot damage the gun does is based on a wheel spin, so it may take multiple shots to kill a bear.
