The basic upgrade structure in the game requires you to upgrade the control room first in order to unlock a certain feature. You’ll still have to manually install the individual facilities after that to gain access to their different functions.

Spending a lot of time at the Saloon - given that you mostly have basic host early in the game capable of only performing card games, you are most likely to stay most of the time spending interactions in the saloon. Nonetheless, it is a great place to earn some experience for your hosts, and the interactions do not take much of your time.
