Barring a glitch, workers will only pick up fungus to give to the queen if you have not reached the worker cap. Otherwise, they will ignore the order.
You can still move the fungus manually, but attempting to take it elsewhere or drop it in front of the queen when she's not ready to make a new worker will waste the food.
