Is it normal not to receive the amount of rewards at the end of bewitching? I finished it which took an obscene amount of dice. Only to receive hat no card pack and no dice.. it’s not even worth playing if that’s the case

No that should not be the case, normally you get the rewards within an hour in my experience. You may have to get in touch with support - How to contact Monopoly GO support.
Also try things like turning your device off and on again then loading up your game.
