Can't unlock clouds anymore on the island with the ship. Only have 1 ship. Can't unlock other ships. What to do please?

Upgrade the dock so you can upgrade the ship with the higher level to unlock more clouds.

My dock is maxed and cannot go any higher at this point. I also have only one ship.
